That IP address is in Ireland. Not a place usually well known for spamming. Are you absolutely sure that's not the address of your host server. We've seen similar before where all of the accounts have the same IP.
Have you checked the IP of recent posts on the board?
If an account is deactivated, the user can do nothing about changing that or anything to do with it.
