If a group has not been added to a forum then the permissions are all effectively no. Note that this doesn't change yes or never permissions they have from other groups added to the forum.

Set as hidden group. Do not set a default color and/or do not set it as their default group.. Note "default group" is ornamental that effects the username color and ranks if you have set them.

For the last couple of weeks, I've been clicking forums one by one and I've created hundreds for a project I'm working on but I've been clicking one by one. I've noticed that PHPBB doesn't seem to have a "select all and do with action". Are there any plugins that will give me this?

Might be a little late for you but when you create or edit the forum you can copy the forum permissions from another. The forum you are copying should have permissions set for admins, global moderators registered users, etc. You would still have to go through each forum to assign special groups but you only have to set them for that group.
