You've probably used the Advanced update package in the past (or now).

Make sure your using the full package
and

check /store and delete install_config.php and io_lock.lock if present.

in the past used advanced update for 3.3.10

only io_lock.lock present in /store and deleted

phpbb updated to 3.3.12 But the error message is still there in install page
