I believe that moderators / administrators always can see hidden people online.

But under the permissions tab "Misc" you have this: Can view hidden online users
Might want to set that to no.

1. inactive is not the same as hidden
2. Can view hidden online users is a User Permission: as such Moderators having Can view hidden online users set to NEVER in their user permissions, will not be able to see online hidden users in the online list
