It's not a bad idea, but if anyone is going to develop such an extension it would probably make sense to allow displaying the forum title and description in all installed languages.
The other point is that browsers these days allow automatic on-the-fly page translation, so anyone wants to read the titles and descriptions in their own language can use that if necessary.
